“In 2010, ongoing state payment delays put Illinois library systems on the brink of bankruptcy. Amidst one of the worst financial crises in Illinois history, the existing model was no longer sustainable, and we needed to make changes quickly.

Our solution: merge five library systems into one operation, RAILS, with streamlined staffing, services and service outlets. During the merger, Jane Plass established herself as a valuable contributor, volunteering for key assignments to keep the merger process moving ahead.

When RAILS’ former Associate Executive Director accepted a promotion, Jane stepped into the difficult second-in-command assignment without skipping a beat. Some of Jane’s achievements in this role include: negotiating three-year contracts among RAILS and its four independent automation consortial partners; leading our data center study, a foundation piece for RAILS’ facilities planning; and agreeing to serve as Interim Executive Director when the process of recruiting a permanent RAILS executive encountered unexpected delays.
